Minutes of the Grainthorpe Parish Council Meeting held at Grainthorpe Methodist Chapel Schoolroom, High Street, Grainthorpe LN11 7JA, on Wednesday 14th January 2026 at 7.00 PM
 
Present: Councillors:  Cllr Crabtree (Chairman), Ensor, Hibberd, Jackson and Warrilow.
In attendance:  The Parish Clerk, County Cllr Robinson, District Cllr Rickett and one member of the public.
 
01:01/26 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below.  Members declaring interests should identify the agenda item and type of interest being declared.

b) To note dispensations given to any member of the council in respect of the agenda items listed below.

02:01/26 Apologies for Absence
To receive any apologies sent to the Clerk from Members not able to attend the meeting.
No apologies had been received. 
03:01/26 Open Forum
a) Members of the public may make representations in respect of the business on the agenda.  
No members of the public were present at the meeting.
b) To receive reports from County and District Councillors.
Cllr Robinson advised he will be doing more Highway checks and he reported on planned road resurfacing.  He had attended the coffee morning at Grainthorpe and made some highways report.  
Cllr Rickett reported on incidents of children venturing onto frozen lakes. The green bin subscription

To approve the minutes of the previous meeting(s).
RESOLVED: That the minutes of the meeting of 12th November be approved as a true record.
 
05:01/26 Planning
a) Planning Decisions:
To note any planning decisions received since the previous meeting.
i) PROPOSAL: Planning Permission - Installation of wooden vehicular and pedestrian access gates within the curtilage of a listed building. LOCATION: Honeysuckle Cottage, Ludney Lane, Ludney, Lincolnshire, LN11 7JX
The application was Approved on 04/11/2025
 
b) Planning Applications:
i) Application reference 03286/25/FUL has been received and is now being considered. Your observations are requested no later than 11th December 2025.
Planning Permission - Extension to existing dwelling to provide first floor living accommodation and provision of dormer windows on the front and rear elevations.

This item was skipped as the planning application had already been determined – APPROVED.
ii) Application reference 03625/25/FUL has been received and is now being considered. Your observations are requested no later than 16th December 2025.

RESOLVED: That Grainthorpe Parish Council has no objections to this application.

b) To receive a Yr 2025-26 Quarter 3 bank reconciliation – nominated Councillor to sign the bank reconciliation and the bank statement(s).
RESOLVED: That it be noted that the nominated councillor has checked and signed the bank reconciliation and the bank statements.
c) To receive information regarding the Parish Council decision on funding for churchyard mowing and resolve any action.
RESOLVED: That the Parish Council will make a donation of £150.00 towards the grounds maintenance of the churchyard.
d) To receive an email regarding membership of the LALC training scheme for 2026-27
RESOLVED: That the Council will pay for training on a ‘pay as you go’ option.
e) To approve the final budget for 2026-2027.
RESOLVED: That the 2026-27 budget be approved.
f) To agree the precept request for the year 2026-2027.
RESOLVED: That the precept request for the year 2026-2027 shall be £5,572.00
g) To note the following increase in banking fees: -

07:01/26 Highways & Public Rights of Way
To receive any updates or reports of highways issues from councillors.
The Clerk reported that a resident had reported a damaged grit bin at Austen Fen.
RESOLVED: That the Clerk shall report the grit bin to LCC.
 
08:01/26 Grainthorpe Consolidated Eleemosynary Charity
To approve/note change to trustees.
RESOLVED: That the change to trustees be approved.
09:01/26 Local Government Reorganisation in Greater Lincolnshire
To receive a letter from the Leaders of Boston Borough, East Lindsey and South Holland.
RESOLVED: That the letter be noted.
10:01/26 Next Meeting
a) To report to the Clerk any agenda items for the next meeting.
