Minutes of the meeting of Grainthorpe Parish Council held in the Chapel Schoolroom on Wed, 8th September, 2021 at 7.30 pm

Councillor Drinkel welcomed everyone to back to the Chapel Schoolroom for our meeting,
20.21 Apologies
Cllr Burton has given his apologies which were accepted by members present.
21.21 – County Councillor and District Councillor Report
Cllr McNally reported that there was a lack of PSV drivers at County level and school transport may be affected at some point. They were also aware that careful provision will have to be made when gritting routes are in place during the winter months.
Litter picking up equipment is available to borrow from Louth Library.
The road repair in High Street is due to be re-surfaced in February/March.
With regard to work on the corner past the War Memorial and whilst Cllr McNally appreciates the problems but is certain there are a lot of utilities on the corner which will cost over £100k to re-locate. He has raised a request for a 30 mph speed limit.
The proposed footpath was discussed with Cllr McNally and he questioned the need for it since it would be a random piece of footpath joining to nothing, as there is no footpath in the High Street and nothing further on from the corner. He couldn’t support a footpath which would have limited use for maybe one property.
Cllr Drinkel raised the problem of the overgrown hedges in Fen Lane which were so overgrown on to the highway that they are causing ruts in the road on the opposite side. Cllr McNally will investigate this further.
Cllr Bark raised the problem of the new street name plate for ‘Fen Lane’ which is badly positioned in that it obliterates a drivers view of oncoming traffic when pulling out of the junction.
Cllr Rickett reported that it is no longer necessary to have an appointment to go to the tip.
Covid numbers, after a fall last week are now up to 361 at present and all young people are being encouraged to get jabbed.
Blue algae has been reported at Sutton-on-Sea, this will no doubt be present in Covenham Reservoir now.
Authority is now sharing resources with South Holland.

Both Councillors were asked if they had any influence with AWA as their compounds, generally all over the County are in a dreadful state of dis-repair, however, there is little Cllrs can do and we were encouraged to keep reporting it.
22.21 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.
None.
23.21 Co-option of new Councillor
Having advertised to co-opt a Councillor, Mr Mark Bensley applied for the vacancy and Councillors have had an opportunity, before the meeting, to study his letter of application.
Cllr Hibberd proposed that we co-opt Mr Bensley to Grainthorpe Parish Council, this was seconded by Cllr Bark. All in favour and happy to welcome him.
Mr Bensley accepted and was handed necessary forms to complete.
24.21- Minutes of previous meeting
Minutes of previous meeting were moved and signed.
25.21- Matters Arising
- Eyesore in Mill Lane. There appears to have been some attempt to tidy this up.
- Signage at Playing Field. Cllr West had some information and this was discussed further. If we make this an environmental project Cllr McNally said there was a grant we could apply for. We will look into this. Cllr Rickett said he might know someone who could be willing to sponsor it, but they would more likely be interested in village signs on the edge of the village.
- Cllr Beech is now happy he can find out TPO information from the link given him by Clerk. We will continue to look for lost file.
- Village Association were not too happy about moving bench to Village Hall as it was felt it wouldn’t get much use. They have suggested the Playing Field would be a more useful spot. Parish Councillors felt that there was already seating there and would like to site it somewhere more useful, Cllr Bensley suggested the site opposite the shop. Everyone felt this could be a good idea and would investigate further.
26.21 Financial
Financial report forwarded to Councillors approved. Chair signed bank statement.

27.21 – Parish Matters
- Village signs –, Cllr Burton forwarded apologies, Agenda item for next meeting.
- Ragwort on land at Poor’s End, legally nothing needs to be done, apparently poisonous to horses when dead, however we will try to find out who to contact to ask them to deal with it.
- Jubilee Beacons, PC will support, keep on Agenda.
- Grass cutting is mainly being done by residents, allowance from CC not worth having as it is such a small amount.
- Overgrown hedge, is responsibility of Waterloo Housing.
- Various matters drawn to our attention by resident. The PC is not directly responsible for any of it but will draw it to the attention of the relevant authorities.
- MOW Centre site, it appears this is in the process of being set up as an alternative business.
- Clerk wrote to resident about parking on footpath.
28.21 – Planning
N/062/01750/21; N/062/01751/21, N/062/01752/21 – Horns Cottage, listed building consent and planning, Supported.
N/062/01345/21 – Grain Store – discussed and agreed to support, however comments would be made regarding the fact that not all residents opposite site have been notified and the environmental conditions put on last time in 2012 have not been complied with. PC hope that ELDC will make applicant carry out all the planting from previous application as well as this one before commencing building.
29.21 – AOB
Regarding a dog waste bin that disappeared, it seems if they are not used regularly ELDC remove them, we assume this is the case.
Bridge near white houses on Butt Gate has loose kerb stones.
CC are looking for farmers interested in planting free trees; Cllr Drinkel interested Clerk to forward link from Cllr McNally.
Someone to lay poppy wreath, Mrs Jones was suggested, Cllr Drinkel to ask.
30.21 – Date and Time of next Meeting
The next meeting is planned for Wednesday 10th November, 2021 in the Chapel Schoolroom at 7.30 pm.
