Minutes of the meeting of Grainthorpe Parish Council  meeting held on Wednesday 10th November, 2021 at 7.30pm in Chapel Schoolroom, Grainthorpe.                                                                                                                        Page 25    11/21

31.21  Apologies

32.21 Presentation from Hayley Silvester – Quickline

 

Ms Silvester and her colleague Michelle Ripley gave a presentation on the role of Quickline within the village of Grainthorpe and other small villages in the area.  Quickline have a contract with LCC to deliver ‘Superfast’ speeds in Lincolnshire and are particularly keen to deliver to premises that have been left behind. The method used is wifi but does not need clear line of sight, the pole is on the Grain Store.  Councillors were able to ask questions and raised the question of cost but Ms Silvester was part of the ‘building’ team not the ‘retail’ team but would feed back to her colleagues. There will be a leaflet drop in the village over the next few weeks, any one interested is encouraged to register their interest. Leaflets are also available in local shop.

 

33.21  Ben Wragg – Internetty

 

By coincidence Mr Wragg was also at the meeting and he works for a similar company who are currently linking up North Thoresby and Marshchapel but using full fibre to premises..  His message was there is more than one way to connect and other methods, other than Quickline will be coming.  This is a fast moving industry.

 

34.21 –District Councillor Report

 

Cllr Rickett gave a report on RWM the Nuclear Waste Team who were at Marshchapel Village Hall on 2nd November.  His advice is for people to attend these meetings, which will be held at various villages and ask the team their questions.  It is a very contentious issue with extremely far reaching consequences and everyone needs to be fully informed.

 

The Climate Change and Environmental Team have 22,000 learners from 1700 organisations and Carbon Literacy will be next,

Festival Fabuloso including Alford, Horncastle, Louth, Spilsby and Wainfleet will operate during December.

 

Homeless Prevention Grant has approx.. £85,000. 

 

Local Councillors, including District & County need to familiarise themselves with Code of Conduct.

 

A local Charity in Louth has been set up to make school children more aware of domestic abuse, it’s called ‘Be Their Voice’ and was set up following a group of musicians wanting to raise money for the baby of the mum and son murdered in Louth by the mums partner.  So much money was raised the baby’s future is secure and the Charity can promote its message across local schools.

 

The sign at Fen Lane cross roads still needs sorting out.

35.21 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

36.21- Minutes of previous meeting

 

Minutes of previous meeting were moved and signed.

 

37.21-  Matters Arising

 

  1.  Hedge in Fen Lane still not trimmed back;
  2. AWA de-weeded today, promised to visit twice a year.
  3. Signage in playing field -  discussed again and proposed by Cllr Drinkel and seconded by Cllr Beech that Clerk looks into grant funding again with an approximate cost of £700 for the board.  Clerk to work with Cllr West on this.
  4. Ragwort at Poors End has been dealt with

 

38.21  Financial

 

Financial report forwarded to Councillors approved.  Chair signed bank statement .

639 – application of selective herbicide to cemetery area of church -£100.00

It was also agreed to look for a replacement mower using our ring fenced funds of up to £1600.  42” blade with side discharge.

 

 

39.21 – Parish Matters

 

  1.  Village signs.  Clllr Burton reported that this is very much in hand and he should have a price in the next 2 weeks.  Discuss again in January.
  2. Jubilee Beacons, PC will support, keep on Agenda.
  3. Additional tonne of salt will be stored at Gillimans, should be delivered in January;
  4. Poors End ragwort has been dealt with.
  5. State of footpath and concrete post at Mill Lane/High Street has been reported to LCC and a works schedule has been issued.
  6. Climate change involvement by PC,  we are very conscious of climate change and are not extravagant, our carbon reducing method include encouraging planting of trees and shrubs, we have supported the Community Orchard the Ellemosynary Charity planted for the village.  We are also continually monitoring flood defences. 

We support the re-wilding of the Church Yard to ensure we have ‘God’s Acre’.

  1. The Parish Council have been asked to confirm the re-appointment, for the next four years of Mr M Crombie and Mr R Drinkel and the appointment of Mr R Richardson due to Mr B Stones resigning to the Eleemosynary Charity.

40.21 – Planning

 

N/062/01681/21 The Bungalow, Ludney Lane, - full permission granted.

N/062/02191/21 Romeo House – discussed, supported with reservations about additional use.

 

 

41.21 – AOB

 

There is no church or chapel service on Remembrance Sunday but there will be wreath laying at the War Memorial, Mrs Judith Jones will lay the PC wreath.  Our thanks go to Gill and Nigel Lovatt for tidying up the War Memorial and making it look so nice.

 

The Arts Festival Committee  had a meeting on 9th November, it was noted that there is a lot of hard work involved in putting on the Arts Festival but the Committee would like it to continue, if possible.  There will be an Open Meeting at the Village Hall on 11th January, 2022 to try and recruit more helpers;  the current committee have been in place for the past 12 years but this could be the last year if no more help is found.  There will be a flyer put round the village.

It was commented that there are a number of cars speeding round the village late at night.  Not everyone has noticed these.

 

We have received a police report on the dumped car and tampered electricity  cabling at Bier Gate near the canal.

 

Clerk to check insurance policy to make sure Millenium Stone and Anvil are insured.

 

 

42.21 – Date and Time of next Meeting

 

The next meeting is planned for Wednesday 12th January, 2022  in the Chapel Schoolroom at 7.30 pm.
