Minutes of the Grainthorpe Parish Council Extraordinary Meeting held at Grainthorpe Methodist Chapel Schoolroom, High Street, Grainthorpe LN11 7JA, on Wednesday 22nd October 2025 at 7.00 PM
 
Present: Councillors:  Cllr Crabtree (Chair), Hibberd, Jackson and Warrilow.
In attendance:  The Parish Clerk, ELDC Cllr Rickett and one member of the public.
 
01:10/25 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below.  Members declaring interests should identify the agenda item and type of interest being declared.

b) To note dispensations given to any member of the council in respect of the agenda items listed below.

02:10/25 Apologies for Absence
To receive any apologies sent to the Clerk from Members not able to attend the meeting.
ELDC Cllr McNally was unable to attend the meeting. 
03:10/25 Open Forum
a) Members of the public may make representations in respect of the business on the agenda.  
No members of the public wished to address the Council. 
b) To receive reports from County and District Councillors.
Cllr Rickett reported from a planning meeting about a bid for flood alleviation measures, and proposals for a 400-acre solar farm between Ludborough and North Thoresby.

To note that minutes are approved and signed at ordinary meetings of the Parish Council.
 
05:10/25 Co-option
To consider co-option of one Member to the Parish Council.  
Any co-opted Member to sign the Declaration of Acceptance of Office in the presence of the Proper Officer. 
RESOLVED: That Steven Ensor be co-opted to the Parish Council.
The Declaration of Acceptance of Office was signed in the presence of the Proper Officer, and Cllr Ensor joined the meeting.
 
06:10/25 Planning
a) Planning Decisions:
To note any planning decisions received since the previous meeting.
PROPOSAL: Planning Permission - Change of use of existing private swimming pool to form a commercial swimming pool. LOCATION: Tudor House, Mill Lane, Grainthorpe, Lincolnshire, LN11 7HU You recently contacted me about the application shown above. The application was Approved on 22/09/2025.
a) Planning Applications:
i) Application reference 02884/25/FUL has been received and is now being considered. Your observations are requested no later than 9th October 2025.
Planning Permission - Installation of wooden vehicular and pedestrian access gates within the curtilage of a listed building.

b) To note that the Unity Trust Current Account and Instant Access account have been approved and opened.  A full switch has taken place and the Lloyds Bank Accounts closed. 
RESOLVED: That the report be noted.
c) To note that the external auditor has received and logged the Parish Council’s notification of exempt status for the year ended 31 March 2025
RESOLVED: That the report be noted.
d) To note that the NJC nationally agreed pay award has been settled and applied to the Clerk’s pay with effect from 1st April 2025.
RESOLVED: That the pay award be noted.
e) To note a VAT refund of £554.42 for the period 1 October 2023 to 31 March 2025 has been claimed and received.
RESOLVED: That the VAT refund be noted.
08:10/25 Highways & Public Rights of Way
a) To receive a letter from a resident regarding a hedge on Church Lane.
RESOLVED: That it be noted that the matter has been reported to Highways.
b) To receive a letter from a resident regarding the Drainage Board and the Anglian Water compound.
RESOLVED: That it be noted that work to the Anglian Water compound had already commenced, and that the drainage issue was a matter for the Lindsey Marsh Drainage Board.
c) A letter had been received from a resident regarding potholes and overgrown foliage from trees on Ludney Lane.  It was agreed that councillors would visit the site to see the problem. 
09:10/25 Community Resilience Newsletter
A Community Resilience Newsletter had been received and noted.
 
10:10/25 Benches
To consider the provision of benches within the village and agree any actions.
It was discussed how some residents in the village with mobility difficulties would benefit from additional places to sit.  It was also discussed that the schoolchildren waiting for school buses did not have seating provision.  A report was received that a bench is going to be provided on Mill Lane. 
 
11:10/25 Next Meeting
a) To report to the Clerk any agenda items for the next meeting.
• 2026-27 Council Budget
• Grant for community noticeboard.
• Remembrance Day Wreath and Remembrance Sunday arrangements. 
b) To agree the date of the next meeting - Wednesday 12th November 2025
