Minutes of the Grainthorpe Parish Council Meeting held at Grainthorpe Methodist Chapel Schoolroom, High Street, Grainthorpe LN11 7JA, on Wednesday 12th November 2025 at 7.00 PM

 

Present: Councillors:  Cllr Crabtree (Chairman), Ensor, Hibberd and Warrilow.

In attendance:  The Parish Clerk, District Cllr Rickett and County Cllr Robinson. 

 

01:11/25 Declarations of Interest

a) To record declarations of interest by any member of the council in respect of the agenda items listed below.  Members declaring interests should identify the agenda item and type of interest being declared.

None

b) To note dispensations given to any member of the council in respect of the agenda items listed below. 

02:11/25 Apologies for Absence

To receive any apologies sent to the Clerk from Members not able to attend the meeting.

Apologies had been received from Cllr Jackson.

03:11/25 Open Forum

a) Members of the public may make representations in respect of the business on the agenda.  

No members of the public were present.

b) To receive reports from County and District Councillors.

Cllr Robinson reported on a promotional service running for advertising local Christmas events.  A crime prevention event had taken place in Saltfleetby. Residents can book home safety checks with Lincolnshire Police.

Cllr Rickett reported a home energy advice event to be held 24th Nov 9.20 – 12.30 – at the Campus for Future Living in Mablethorpe.

04:11/25 Minutes of the Previous Meeting(s)

To approve the minutes of the previous meeting(s).

RESOLVED: That the minutes of the meeting of 9th July 2025 and the extraordinary meeting of 22 October 2025 be approved as a true record.

 

05:11/25 Planning

a) Planning Decisions:

To note any planning decisions received since the previous meeting.

None received.

b) Planning Applications:

None received

c) Planning Appeals

Proposal: Planning Permission - Erection of 2no. dwellings with the construction of vehicular accesses. Land at: Land Opposite Tree View Farm Main Road Grainthorpe Lincolnshire Appeal reference number: 6001050 Appeal starting date: 14/10/2025 I refer to the above details. An appeal has been made to the Secretary of State against the decision of East Lindsey District Council to refuse planning permission reference 02743/25/FUL for the Planning Permission - Erection of 2no. dwellings with the construction of vehicular accesses., relating to Land Opposite Tree View Farm, Main Road, Grainthorpe, Lincolnshire.

RESOLVED: That the appeal be noted.

 

Cllr Ensor joined the meeting.

 

06:11/25 Finance & Governance

a) To approve payment of accounts: -

RESOLVED: That the following payments be approved for payment: -

b) To receive a Yr 2025-26 Quarter 2 bank reconciliation – nominated Councillor to sign the bank reconciliation and the bank statement(s).

RESOLVED: That it be noted that the nominated Cllr had signed the bank reconciliation and bank statement for Quarter 2.

c) To receive a financial report and consider a draft budget for 2026-27.

RESOLVED: That the draft budget for 2026-27 be approved.

d) To grant retrospective approval for the purchase of one poppy wreath cost £28.99

The cost of the wreath was £25.00 on collection. 

RESOLVED: That expenditure of £25.00 be approved.

 

07:11/25 Highways & Public Rights of Way

To receive any updates to Fix My Street reports.

An overgrown hedge on Conisholme Road was being dealt with by ELDC.

RESOLVED: That the update regarding the hedge on Conisholme Road be noted.

08:11/25 Playing Fields Noticeboard

To consider applying for an ELDC Community Grant for a noticeboard at the playing fields.

RESOLVED: That a grant application be submitted to the ELDC District Councillors for a noticeboard for the playing fields.

09:11/25 Next Meeting

a) To report to the Clerk any agenda items for the next meeting.

b) To agree the date of the next meeting - Wednesday 14th January 2026.
