Minutes of the Grainthorpe Parish Council Meeting held at Grainthorpe Methodist Chapel Schoolroom, High Street, Grainthorpe LN11 7JA, on Wednesday 8th July 2026 at
7.00 PM
Present: Councillors: Cllr Crabtree (Chairman), Ensor, Jackson and Warrilow.
In attendance: The Parish Clerk, ELDC Cllr Rickett, LCC Cllr Robinson and one member of the public.
01:07/26 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared.

b) To note dispensations given to any member of the council in respect of the agenda items listed below.

02:07/26 Apologies for Absence
To receive any apologies sent to the Clerk from Members not able to attend the meeting.
Apologies had been received from Cllr Hibberd.
03:07/26 Open Forum
a) Members of the public may make representations in respect of the business on the agenda.
There were no members of the public wishing to speak.
b) To receive reports from County and District Councillors.
Cllr Rickett and Cllr Robinson provided updates to Council. LGR update due in July 26. A1031 work starts 27 July – section of road will be closed on weekdays. Poor End – pot holes have been filled.
04:07/26 Minutes of the Previous Meeting(s)
To approve the minutes of the previous meeting(s).
RESOLVED: That the minutes of the meeting of 13th May 2026 be approved as a true record.
05:07/26 Planning
a) Planning Decisions:
To note any planning decisions received since the previous meeting.
PROPOSAL: Planning Permission - Erection of a double garage. LOCATION: Journeys End, High Street, Grainthorpe, Lincolnshire, LN11 7JA You recently contacted me about the application shown above. The application was Approved on 15/05/2026.

c) To receive a Yr 2026-27 Quarter 1 bank reconciliation – nominated Councillor to sign the bank reconciliation and the bank statement(s).
RESOLVED: That the nominated Councillor had checked and signed the bank statements and the Quarter 1 bank reconciliation.
d) To receive Q1 finance and budget report.
RESOLVED: That the report be noted.
07:07/26 Highways & Public Rights of Way
• Temporary speed signs – To receive any response from LCC.
A response had been received from LCC requested further details of the signs that had been removed.
RESOLVED: That the Clerk shall supply the specification of the signs to LCC.
• Update on overgrown hedge near junction of Chapel Lane.
It was noted that the hedge had been cut back.
• Update on ironworks sunken on carriageway.
LCC had responded to advise that the ironworks had been inspected but did not meet the threshold for remedial works.
• To receive reports of an overgrown Public Rights of Way.
It was noted that the path had been cut.
• To receive an email from a resident about dog fouling and agree any action.
A resident had contacted the Parish Council to request dog bins on Biergate.
RESOLVED: That the Clerk shall contact ELDC regarding the process for extra bins.
• To receive any other report or issues from councillors.
No further issues raised.
08:07/26 Remembrance Sunday
To agree purchase of poppy wreath.
RESOLVED: That the expenditure on a poppy wreath be approved.
09:07/26 Allotments
To receive an email reply from the Grainthorpe Consolidated Eleemosynary Charity.
An email had been received from the Charity to advise that there were no allotments provided due to insufficient demand and difficulties managing allotments. A potential fruit tree planting project was discussed.
RESOLVED: That the Clerk shall seek information on grant funding.
10:07/26 Noticeboard
To receive an update on the new community noticeboard, and consider if it to be donated or looked after as a Parish Council asset.
RESOLVED: That the noticeboard be added to the asset register of the Parish Council.
11:07/26 Community Speedwatch
To note that one resident has been in touch with the Clerk to express an interest in the Scheme, and to agree any actions to get a group started.
It was discussed that a minimum number of 8 volunteers would be needed to start the scheme. There are currently two potential volunteers from the community. The possibility of loaning equipment to trial the scheme was discussed.
RESOLVED: That the Clerk shall make preliminary enquiries about the loan of equipment.
12:07/26 Village Entry Signs/Speed Sign/Projects
To receive any information on cost of potential projects that were discussed at the last meeting, and agree any action.
RESOLVED: That Cllr Warrilow shall attend the site visit with Highways to look at possible locations for village entry signs.
13:07/26 Next Meeting
a) To report to the Clerk any agenda items for the next meeting. Community Orchard
b) To note the date of the next meeting - Wednesday 9th September 2026.
