June 2020 Minutes

Minutes of the meeting of Grainthorpe |Parish Council, held via the Zoom App on  10th June, 2020 at 7.30 pm

Present:  Cllrs R. Drinkel (Vice Chair), P. Hibberd, J. West and I Jones. 

Apologies:  Cllr C Pridgeon, G Lovatt and M Bark.   These Cllrs forwarded apologies due to their not being able to  access the Zoom App. 

Other Apologies:  Cllr D. Mc Nally (LCC & ELDC) and Cllr P Rickett (ELDC); both these Councillors were attending another Council meeting. 

Clerk:  Mrs P Plumridge. 

 

01/20  Chair 

As the Chair was unable to attend the meeting the first business was to propose that the Vice Chair take the Chair, this was proposed by Cllr Jones and seconded by Cllr Hibberd, all in favour. 

Cllr Drinkel took the Chair and welcomed everyone to the meeting and thanked them for their co-operation in what was going to be a ‘first’ for Grainthorpe Parish Council, a remote meeting. 

 

02/20  Members  of Public 

The meeting has been advertised and no members of the public expressed an interest in joining in. 

 

03/20  Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders. 

None. 

 

04/20 - Previous minutes 

The minutes of the meeting held on 11th March, 2020 were approved and would be signed at a later date. 

 

05/20  Matters Arising 

Following the last meeting a notice was put up in the notice board to co-opt a new Councillor, and Mr Russell Beech has put himself forward.  It has been agreed that Mr Beech is a suitable candidate and it was proposed by Cllr West that we co-opt him onto the Council, this was seconded by Cllr Hibberd, all in favour.   Clerk will forward DPI forms  to Mr Beech for him to complete, an acceptance of office form will be completed as soon as possible. 

 

06/20  Financial 

 

I)  Following the preparation of the accounts by the Clerk it was necessary to receive the Internal Auditors Report, this was received and accepted. 

II)  Cllr Drinkel read out the statements, which were approved and completed and signed the Annual Governance statement; 

III)  The Accounting Statement was adopted and signed; 

IV)  The Certificate of Exemption was accepted and signed. 

 

Cheques signed between meetings: 

 606 - LALC - £230.37; 

 607 - Zurich Insurance £341.12; 

 608 -  Grainthorpe Methodist Chapel - £60.00; 

609 – Contractor - £225.00;

 610 – Cllr - £10.34.

07/20  Parish Matters 

Grass cutting and hedges were due to be discussed but Cllr Drinkel was under the impression that this has been sorted out by Cllr Pridgeon. 

 

08/20 County Councillor & District Councillor  

Neither present 

 

09/20 Planning 

Between meetings N/062/00638/20 - St Clements Church - work to roof, Supported. 

N/062/00742/20 - telecommunications pole at Grainthorpe Grain Store – not supported. 

 

Discussion tonight N/062/00825/20 - Reserved matters land to rear of The Paddocks, High Street. 

This was discussed and it was agreed we had no grounds to object but need to point out that access to this site still needs to be granted.   If access is to be via Poors End then considerable work need to be carried out before access is suitable. 

 

10/20   - AOB - Lockdown Covid 19 – Thank you Posters 

A poster competition was organised by the PC for the children to produce a ‘Thank you’ poster for Key Workers in the community and sponsors were found to help with prize money. 

Only 4 posters were received, and in view of this it was agreed to split the prize money between the four entrants equally, they would all receive a gift voucher for £15.00. Proposed Cllr West, seconded Cllr Hibberd, all in favour. 

 

11/20 - Date and Time of Next meeting 

This was put on hold for the time being to see if any restrictions are lifted which will allow all members to attend. 

 

12/20 - No further business, meeting closed at 8.10 PM.
