Minutes of the meeting of Grainthorpe Parish Council held via the Zoom App on Wednesday 9th December, 2020 at 7.30pm

 

Present:  Cllrs R. Drinkel, I. Jones, J. West, P. Hibberd and R. Beech.

Apologies:  Cllrs G. Lovatt and M Bark (due to being unable to access Zoom App.)

Other Apologies:  Clllr D. McNally (LCC & ELDC) and P. Rickett (ELDC)

Clerk:  Mrs P Plumridge.

 

27.20 – Apologies

As above

 

28/20 – Members of Public

The meeting has been advertised and no members of the public expressed an interest in joining in.

 

29/20 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

None

 

30.20 – Report from County and District Councillors

No Councillors present but Clerk has been informed that reported problem with three street lights in Fen Lane not being repaired until April, is still ongoing.

 

31/20 – Police Report

Although invited no Police Officer present.

(Found out next morning unable to attend due to no-one being on duty, problem explained to PC Mekkaoui and information passed on to Councillors by email)

 

32/20 – Previous minutes

The minutes of the previous meeting were approved and would be signed at a later date.

 

33/20 – Matters Arising

The card and gift voucher were greatly appreciated by our previous Chair and a letter of thanks has been received.

 

34/20 – Financial

A financial statement has been forwarded to all Councillors, there were no questions and it was approved.

The Clerk questioned a payment/donation in respect of the internal audit and was informed that we usually donate to NSPCC, Cllr Drinkel to contact auditor and confirm that this is still his current wish.

Two  cheques were signed between meetings.

619 – P. Plumridge – Gift Voucher and card for former Chair - £21.99

620 – Royal British Legion Poppy Appeal - £17.00

35/20 -   Risk Assessment & Standing Orders

Cllrs had been forwarded Risk Assessment and Standing Orders to peruse before the meeting.

A number of amendments were agreed on the Risk Assessment, which the Clerk will make and it was proposed by Cllr Drinkel that we adopt the Risk Assessment  this was seconded by Cllr Hibberd, all in favour.

The model Standing Orders were also acceptable with an amendment to public speaking time, these were proposed by Cllr Drinkel and seconded by Cllr Hibberd, all in favour

 

36/20 - Eleemosynary Trust

All Councillors have been forwarded the accounts for 2019/20 which they approved.  We have also been asked to confirm the appointment of two Trustees for a four year term.  All in favour.

 

37/20 – Anglian Water Compounds in Village

Following a request from the Chair the Clerk had been in contact with AWA requesting they tidy up the compounds, two job numbers were issued.  It would appear they have visited the sites and cleared branches and brambles etc. and were seen measuring the fencing.  In the past the compounds were regularly sprayed but licensing restrictions restrict this now.

Cllrs requested Clerk write to AWA and request that they continue to keep these areas tidy as they are a central part of the village.

 

38/20 – Bench in Churchyard

Discussion took place for an alternative site for the bench currently in the Churchyard.  Various sites were put forward and it was agreed that outside the Village Hall would be a good spot.  Cllr Hibberd to check with Village Hall Committee and get their approval.

 

39/20 – Stapes Garth

We are aware of residents concerns and our advice is that they continue to report it to the Police.

 

40/20 – Planning

Pruning trees with TPO’s in churchyard, not supported.  PCC have still not received notification.

N/062/02138/20 – Stapes Garth, extension, Supported.

 

41/20 – AOB

  1.  It seems we do not currently  have a Tree Warden,  Cllr Drinkell proposed Cllr Beech, seconded by Cllr West.  Cllr Beech accepted.
  2. A street light monitor is also required.  Cllr Drinkel proposed Cllr West, seconded by Cllr Beech, Cllr West accepted.

  1.  Remembrance Day went as well as could be expected, Mr Mark Freemantle laid the wreath and the event was very low key.
  2.  Councillor vacancy would be put on Notice Board and web site, hope to be able to fill it next meeting.
  3.  Cllr Hibberd was congratulated on the current edition of Grainthorpe News.

 

42.20 – Date and Time of Next Meeting

 

The precept will be set at the next meeting which will be on Wednesday 13th January, 2021 at 7.30 pm.
