September 2020 Minutes

Minutes of the meeting of Grainthorpe Parish Council, held via the Zoom App on Wed. 30th September, 2020 at 7.30pm

Present:  Cllrs R. Drinkel (Vice Chair), P. Hibberd, J. West, I Jones and R. Beech.

Also present:  Cllr D. McNally (LCC & ELDC) and Cllr P Rickett (ELDC); 

Apologies:  Cllrs G Lovatt and M Bark.   These Cllrs forwarded apologies due to their not being able to access the Zoom App. 

Clerk:  Mrs P Plumridge. 

 

13/20  Chair 

As the Chair has now resigned the Vice Chair took the Chair. 

Cllr Drinkel welcomed our new Parish Councillor ,  Councillor Russell Beech, to the meeting.

All Councillors confirmed they were alone in the room except for Cllr Drinkel who confirmed his wife was also present. 

 

14/20  Members  of Public 

The meeting has been advertised and no members of the public expressed an interest in joining in. 

 

15/20  Apologies

Apologies, as above were accepted.

 

16/20  Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders. 

None. 

 

17/20 Report from County and District Councillors

Cllr McNally reported that things were quite quiet at the moment and stated that Covid funding was still available for groups to access.  This could maybe be used for cleaning up etc., once the restriction of 6 was lifted.

He also reported that by 2024 all the recycling facilities should be in place in East Lindsey now the paper and card has been trialled in three separate areas.  When questioned about glass and bottle recycling from home, he said that he hoped this will follow on as East Lindsey is the only District that doesn’t offer this facility.

The state of the hedges in two places down Fen Lane was brought to his attention as it is overgrown onto the road opposite the school and further down on the left hand side, it is a hazard and needs attention.  Cllr McNally will inspect it and report back.

Cllr Rickett also stated that things were quiet but he needed to give information about the possibility of a two unitary Council, which would greatly reduce the number of District/County Councillors spreading them really thinly across the County.  This idea has been shelved for now but could become a possibility in the years to come.

The alliance with Boston has gone ahead and is settling down.

Both Councillors were happy with internet access to Parish meetings and if viable it is something that could be looked at in the future to make it easier and less time consuming for them to attend meetings.

 

 

18/20 - Previous minutes 

The minutes of the  previous meeting were approved and would be signed at a later date.

19/20  Matters Arising 

Cllr Hibberd questioned Clerk on numbering system of pages and items which was explained.

20/20  Financial

A financial statement had been forwarded out to all Councillors, there were no questions and it was approved.

The clerk was made aware that Cllrs had agreed to a contract of employment  of 2 hours per week paid at the same rate she received from Marshchapel Parish Council.

Cheques between meetings

611 – J. West -  Hoop Rings - £24.16

612  - Contractor – Mower Service - £117.00

613 – P.Plumridge - Wages

614 – Wages Bureau – PAYE + admin

615 – P. Plumridge – Smythes Toy Vouchers - £60.00

Three cheques to be signed:

616 – Contractor – Grass cutting - £300

617     P. Plumridge; backdated wages and current ¼

618    Wages Bureau, PAYE and admin costs

21/20  Parish Matters 

  1. It would be necessary to ask somebody to lay the wreath at the War Memorial on Remembrance Sunday and Mr Mark Freemantle was suggested, which everyone agreed was a good idea.  Cllr West offered to speak to him.
  2. Since our Chair resigned at the end of July, due to relocation to Grimsby, it was agreed that a gift would be appropriate.  A garden voucher was suggested for £20, this was proposed by Cllr Hibberd and seconded by Cllr Jones, all in favour.  Clerk to get voucher and a card for Councillors to sign, it was also recognised that her husband Stewart had helped a lot in the village as well.
  3. A casual vacancy now exists on the Parish Council, clerk to notify E. Lindsey and a notice will be put on notice board and web site for 14 days.

 

 

22/20  Risk Assessment and Standing Orders

Clerk questioned whether there were copies of either of these documents in place as she could not find anything in papers passed on to her.  It was confirmed that new documents would be required. Clerk to obtain model documents and make amendments that she could before emailing out to Councillors for them to inspect before next meeting, hopefully then final amendments can be made before they are approved.

 

23/20 Planning

N/110/01435/20 – Coastal Zone Development – Supported

N/062/01324/20 – Fen Lane Nursery – withdrawn.

 

24/20   - AOB

  1. New web site.  Clerk reported that new web site was ready to go ‘live’ after a lot of work and this will be done by LCC in due course.  She reported that she has put on as much as she is aware of but needed input from Cllrs and villagers now as to what other information needed to go on the web site.  She asked for photographs of the village if any Cllrs had any that were appropriate to use.  Cllrs offered to forward some to her.  Cllr Drinkel said that it would be important to make good use of the new web site.

  1. Disruptions at Stapes Garth had been brought to the attention  of two Councillors but they were uncertain as to how PC could help.  They were advised that Parishioners need to report matters like this to the Police and the Parish Council would only be involved if there was damage to Council property.  Matters like this are best reported direct by people involved.
  2. Anglian water site/pumping station opposite the new shop was discussed and Anglian Water are willing to re-fence the site.  It was discussed whether the tree and telegraph pole could

be removed and a bench put on site to make this more like a village green in that area but it is not clear who owns land.  The bench that was purchased by Arts Festival is sited in

Churchyard at the moment but could be moved.  It was agreed to look into this matter and          put it on our next Agenda for further discussion.

  1. Clerk to check insurance as to whether benches are insured.
