Minutes of the meeting of Grainthorpe Parish Council  meeting held on Wednesday 12th January, 2022 at 7.30pm in the Village Hall, Grainthorpe.

Councillor Drinkel welcomed everyone to the Village Hall for our meeting which is more suitable for adequate social distancing.

 

43.21  Apologies

44.21 –District Councillor Report

 

Cllr McNally informed the meeting that the green waste charge was going to be increased from £40 to £50 this year.

Highways funding has been cut by 25% by central government which is a huge amount to Lincolnshire being such a rural county.  Cllrs were urged to write to MP and highlight our problems.

Bird flu is prominent at the moment but is being monitored.

Our request for 30 mph speed limit will be chased up.

LCC are proposing to put up Council tax by 3% but propose to use all the increase on adult care.  Councils and Councillors have been asked for their comments.  Council are to respond that they must ensure that all the increase is used as stated.

Cllr McNally and Cllr Rickett have agreed to give some grant money towards new mower.

 

45.21 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

46.21- Minutes of previous meeting

 

Minutes of previous meeting on 10.11.21,  were moved and signed.

 

47.21-  Matters Arising

 

  1. Clerk confirmed Millennium stone and anvil are insured;
  2. Hedge in Fen Lane still ongoing.  Cllr McNally to inspect again. Footpath also very mossy;
  3. Fen Lane cross road sign, work complete;
  4. Playing Field sign – ongoing;   (Cllr West & Clerk)
  5. Mower proving difficult as delivery date and cost keeps getting amended, Cllr Drinkel will continue  to investigate.  Cllr Burton thanked for his input.

48.21  Financial

 

Financial report forwarded to Councillors approved.  Chair signed bank statement .

641 – AG Smith – Payroll and PAYE - £105.00

642 - P. Plumridge – wages

643 – R. Drinkel – Mower maintenance and fuel - £174.55

 

Proposed by Cllr Bark, seconded Cllr Lovatt.

 

Precept discussed and amended. An amount of £4550 to be requested, proposed by Cllr West, seconded Cllr Lovatt, all in favour.

 

Cllr Burton pointed out that he cuts quite a large communal area near his home and he is quite happy to do this but is finding it difficult to get rid of the cuttings.  He requested whether the PC would pay for an additional green waste bin so he could dispose of the waste in it, his own waste fills his own bin.  PC were happy to agree to this, proposed by Cllr Drinkel and seconded Cllr Hibberd.

 

49.21 – Parish Matters

 

  1.  Queens Platinum Jubilee, Cllr Hibberd has forwarded out booklet today with 28 pages of guidance.  Cllrs to think about this and decide for next meeting what we will do, this will then go in a slightly delayed G News edition in March.
  2. The salt bins have adequate salt in, additional salt will be available shortly at shop;
  3. Footpath Mill Lane/High Street, work is now complete;
  4. Village boundary signs have progressed, we now have a price and now need to decide about the artwork and where they are going to be positioned.  A competition was discussed but not decided.
  5. Nothing further was done in the village with regard to the Wi-fi discussed at last meeting.

N/062/02304/21 – Land off Poors End – Objected to mainly on grounds of road safety.

N/062/02568/21 – Land at rear of The Paddocks – attention drawn to road hazards;

N/062/02448/21 – Grainthorpe Mill, change of use - supported

51.21 – AOB

 

It was noted that the ‘Childs Playground’ signpost near the Playing Field is partially obscured by a telegraph pole, but could have been like this for a number of years.

The next meeting is planned for Wednesday 9th March, 2022  in the Chapel Schoolroom at 7.30 pm.
