Minutes of the meeting of Grainthorpe Parish Council meeting held on Wednesday 8th Sept. 2022 at 7.30pm in the Chapel Schoolroom, Grainthorpe.

24.22 Apologies
None.
25.22 – Open Meeting
Chair welcomed everyone to the meeting, four members of the public were present.
A planning application for land opposite Tree View, was discussed at length, opinions were sought and views put forward along with lots of discussion.
26.22 Cllr Rickett & Cllr McNally
The District Councillors were please to report that the bus route had been reinstated and should not need to be reviewed for 5 years, however they emphasised it’s very much ‘use it or lose it ’and it needs to be strongly promoted.
Cllr McNally reported that Louth Tip were now allowing staff to sort rubbish with a view to finding useful items that can be recycled and resold for Charity.
The new seating in Louth is proving a topic of conversation and parking bays have been reinstated in Mercer Row.
The 30 mph speed limit through the village is progressing, the footpath has been rejected due to the fact it would lead nowhere.
The sinking bridge at Butt Gate has been reported as has the broken railings at Fen Lane.
27.22 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

28.22 Minutes of previous meeting (20.07.22)
Amendment on page 42, regarding recycling discussion with Cllr McNally, word ‘glass’ changed to ‘card’. Agreed and signed.
29.22 Matters Arising
Notice Board - A repair quote for £100 has been given although Cllr Hibberd feels it might need additional work to make it look aesthetically acceptable. The DC Cllrs present, Cllr.

McNally and Cllr Rickett, offered to assist with their grant money, if we bought a new one and offered £500, we gratefully accepted and will look into buying a new one as soon as possible.
Ragwort has been dealt with, it will be an Agenda item in January to clarify future actions.

30.22- Financial & Audit
Five cheques were approved and signed.
661 – Contractor - £180.00
662 – P.Plumridge – wages
663 - HMRC – Paye
664 – AG Smith – wages Bureau - £30.00
665 – Royal British Legion Poppy Appeal - £35.00 (pro. M Bensley, sec. J West)
Cheque could not be signed for church flowers as unsure of payee details.
Financial statement submitted was approved and bank statement signed

31.22 Parish Matters
Village signs, no progress
Councillor resignation - We have received Cllr Burtons resignation and this is currently being dealt with by ELDC, however we anticipate a further co-option vacancy will exist.
Councillor vacancy - Mr Ian Nicholls, who was present at the meeting, declared his interest and was willing to be co-opted. He was proposed by Cllr Hibberd and seconded by Cllr West. Clerk to sort out necessary paperwork and email it onto him.
Complaints Policy having been circulated was adopted. Proposed by Cllr West, seconded by Cllr Bark.
New notice board/lectern on Playing Field - There will be a meeting on 13th September at the Playing Field at 9.00 am regarding the grant for the wild life notice board, Cllr Hibberd will meet Mr. Davey if he is free, otherwise Cllr Bensley offered to meet with him.
If no one suitable is found to lay the Poppy wreath, the Chair will do it.
Spare waste bin is stored at Cllr Burtons address, will need to be collected.
