Minutes of the meeting of Grainthorpe Annual Parish Council meeting held on Wednesday 4th May, 2022 at 7.40pm in the Chapel Schoolroom, Grainthorpe.

Present: Cllrs R. Drinkel, P. Hibberd, R Burton, M Bark, G. Lovatt, J West and M Bensley.
Apologies: Cllr Beech.

1.22 Apologies
None.
Cllr Beech has resigned and Cllr Drinkel also handed in a letter of resignation.
2.22- Nominations for Chair
Cllr Drinkel nominated Cllr Hibberd, no other nominations.
Clllr Burton seconded Cllr Hibberd, All in favour.
Cllr Hibberd accepted. Acceptance of office form completed.
Cllr Hibberd took chair.
3.22 – Nominations for Vice Chair
Cllr Hibberd asked for nominations for Vice Chair.
Cllr Hibberd nominated Cllr West, no other nominations accepted
Cllr Burton seconded
All in favour.
Cllr West accepted. Acceptance of office form completed.
4.22 – Open Meeting
No members of the public present
5.22 District Cllr Rickett
Cllr Rickett drew to our attention mental awareness week 9th-15th May and the variety of guidance and advice available.
Informal discussion on Theddlethorpe site and the general lack of interest of the public. Locally.
6.22 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

8.22 Matters Arising
Playing Field Notice Board - quote from DAB Graphics discussed, general consensus of opinion was to go with the oak one. Clerk to contact DAB and ask if they can guarantee price until we hear about grant. Should be October. Cllrs will collect together leaflets, text, pictures that they want on the artwork over the summer.
Cllr Bensley offered sponsorship for small advert/logo in board.
Courses - Cllr Bensley on Zoom course for new councillors on 17/5/22, Cllr Hibberd
on 15/6/22 on running meetings etc.
9.22- Financial & Audit
Four cheques were approved and signed.
647 – Marshchapel Parish Council – share of Jubilee mugs & memorabilia - £358.37
648 – LALC – Membership fees & Training scheme- £364.94
649 – P.Plumridge – reimbursement for Auditor fee - £16.00
650 – Zurich Municipal – Insurance - £351.29
Clerk & Cllr Hibberd now authorised to sign cheques and both have access to online facility. BAC’s payments need two signatories to authorise.
i) Annual Internal Audit report was received and approved;
ii) Annual Governance Statement was approved and signed;
iii) Accounting Statement was approved and signed;
iv) Certificate of Exemption was approved and signed.
All in favour.
Date for commencement for exercise of public rights set for 20th June to 29th July, 2022
10.22 Parish Matters
Jubilee mugs have arrived. Need to talk to Head about giving them to children and getting photos etc. Cllr Hibberd to speak to Mrs Turner.
Village signs, this seems to have ground to a halt, Cllr Burton has tried to make contact again regarding artwork but to no avail. Cllr Bensley to try and make contact to see if they are still interested. No decision yet regarding best place to put them. Cllr Hibberd to ask Highways if we need permission and what procedure is. Cllr Bark questioned whether we should still be doing this as rather expensive and some residents could feel it is a waste of money in the current financial climate. No definite decision has been made about moving forward yet.

The notice board has not yet been repaired, Cllr Hibberd to follow up contact for this.
Poor’s End ragwort, not sure if this has been resolved or not, as field appears to have been mown. Cllr Hibberd to speak to Mrs Lingard regarding contact made last year to see if we can make further contact again. Contact details given to Clerk to follow up resulted in person saying that the land was in the hands of a bank, due to bankruptcy.
Clerk has received request from resident for additional grass cutting in Buttgate.
This area is within the County Council scheme and will be cut three times a year. Councillors considered this was adequate maintenance and protected the environment.
War memorial grass and hedge – Cllr Drinkel stated that he would maintain this for this year. He also stated he would continue with the rota for mowing the churchyard.
We still have the old mower and Cllr Drinkel said he would like to keep it and repair it for continued use on the old part of the churchyard.
Jubilee celebrations – unfortunately it has not been possible to hire a band for the evening, which was something the PC were going to support.
11.22 - Planning
Nothing between meetings, grain store being monitored.
12.22 Chairmans Items
Cllr Hibberd wanted to thank Cllr Drinkel for all his help and work for the PC over the last 20 years and particularly for all he has done as Chairman. We are very sorry to see him go and will miss him very much. We realise that the past two years have not been easy for him with our reliance on IT and the problems this has caused. We are grateful for his offer of continued help if we need it.
Two vacancy’s will be notified to ELDC, Councillors to try and talk to anyone who might be willing to be co-opted.

The next meeting will be on Wednesday 13th July at 7.30 pm in Chapel Schoolroom.
