Minutes of the meeting of Grainthorpe Parish Council meeting held on Wednesday 9th March, 2022 at 7.30pm in the Chapel Schoolroom, Grainthorpe.

Councillor Drinkel welcomed everyone to the meeting.

55.21 – County & District Councillor Report
Cllr McNally reported that the LCC tax had been increased by 5%, 3% for adult social care and 2% for roads. The council are also using their reserves.
There is a new scheme in place for recycling used NHS equipment such as walking frames, crutches etc, which can now be returned to Lincoln, hopefully this will be rolled out county wide and we will be able to recycle at Louth hospital.
There is now the facility of a ‘trial day’ for prospective on call fire fighters at Lincoln.
Mill Lane has been re-surfaced, hopefully residents are happy.
Cllr McNallys attention was drawn to a large pot hole in Fen Lane which needed attention. He would investigate and report.
Cllr Rickett reported that East Lindseys council tax had gone up the equivalent of £5 per year for Band D property.
56.21 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

Minutes of previous meeting on 12.01.22, were moved and signed.

58.21- Matters Arising
- Notice board on Playing Field, Cllr West and Clerk had worked together getting details of notice board and grant funding.
Other members were not in agreement with proposals and indicated they thought we should obtain a ‘pedestal’ type information board as they have seen elsewhere. Cllr McNally would make further enquiries regarding this type of board and report back.
- Mower has now been purchased, it was not possible to buy new due to waiting/delivery time so a nearly new 2nd hand one has been obtained.
59.21 Financial
Financial report forwarded to Councillors approved. Chair signed bank statement .
640 – cheque being held by Cllr Drinkel for mower - £2400.00
Three cheques signed
644 – R. Burton – Green bin and annual cost - £70.00
645 – AG Smith – Payroll and PAYE
646 - P. Plumridge – wages and expenses for year.
Proposed by Cllr Drinkel, seconded Cllr Lovatt.
Clerk is having ongoing problems with Lloyds in getting signatories updated, but will persevere.
60.21 – Parish Matters
- Queens Platinum Jubilee, lighting beacon at evening session, type of street party planned with own food and drink on playing field. Trying to get a band which PC will contribute towards if successful. Lamp-post plaques to be purchased,along with bunting, proposed Cllr Drinkel, seconded Cllr Bark.
Discussed mugs for school children, would ask Marshchapel if they would join them and provide for Marshchapel school since children from both villages attend both schools. Clerk to ask Marshchapel Councillors.
- Village boundary signs have progressed, we now have a price and now need to decide about the artwork and where they are going to be positioned. Still need to ascertain position for these signs.
- Cllr training, Clerk asked if PC wanted to join training scheme at cost of £110 +VAT. Day courses are usually about £60. Cllr Hibberd and Cllr Bensley expressed an interest in attending courses so it was proposed by Cllr Drinkel and seconded by Cllr Hibberd that we join scheme. Clerk to look at courses available.

- Repair to village notice board. A joiner has looked at board and declared it unviable to repair and recommended replacement. Councillors decided to seek a further opinion as it is relatively new. Cllr Hibberd to follow this up.

62.21 – Correspondence
An email has been received from a Parishioner requesting the PC to call a village meeting to help refugees in Ukraine. She feels wealthy villagers could offer help.
The PC discussed this and felt that the best way forward is to point Parishioners who wish to help with donations , accommodation, money etc. in the direction of the official sites promoted by LCC and central Government.
63.21 – AOB
The problem of ragwort at Poor’s End was discussed and it was agreed that Cllr Hibberd would contact Jill Lingard to find out the contact details of the owner so that we could ask for it to be sprayed before it becomes a problem.
Fencing on Butt Gate has been replaced.
64.21 – Date and Time of next Meeting
The next meeting is planned for Wednesday 4th May, 2022 in the Chapel Schoolroom at 7.30 pm. This will be the Annual Parish meeting and the Annual Parish Council meeting.
