Minutes of the meeting of Grainthorpe Parish Council held on Wednesday 5 July, 2023 at 7.30pm in the Chapel Schoolroom, Grainthorpe.

15.23 – Open Meeting

16.23 District Cllr Rickett
Cllr Rickett informed us of £5million approved by Arts Council for Skegness, to be spent on foreshore and improving evening entertainment.
Poors End was discussed and it was agreed that work could be continued on another plot if it was stopped elsewhere. Work is continuing at Developers own risk since no ‘conditions’ have been agreed yet. This should be done by 22 July.

Cllr Mcnally reported that there had been a crackdown on tobacco and vapes by Trading Standards in Boston, as well as sales to underage individuals.
The County Council are making litter pickers available to Parish Councils, Grainthorpe to request a kit.
An update on the 30 mph speed limit was requested, it is still moving forward, albeit slowly, with a backlog of many others County wide.
Cllr McNally was thanked for his help inputting us in touch with a grant for our ‘Wild-life Board’ which is now in place on the Playing Field.
17.23 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

19.23 Matters Arising
Poors End, comments collated by Cllr Hibberd and submitted to ELDC by Clerk after extra-ordinary meeting.
Additional speed sign for village, Cllr Bensley is still keen for a permanent sign to be available for the village. He will obtain prices for the next meeting.
Community speed watch was discussed, you need teams of at least 3 people and preferably at least 3 teams, so volunteers required.
The possibility of signs at Ludney was further discussed, it was pointed out that as most hamlets along the coast are not signed we would not be signing this one, at present.

Six cheques were approved and signed.

Proposed Cllr Hibberd, seconded Cllr Bensley.
Clerk asked if Cllrs would consider taking on services of web master to ‘tidy up’ web site, he can do it much more efficiently and quicker than Clerk can. She asked that initially five hours support be purchased. Password to be obtained for Cllr Nicholls for Parish/village homepage.

Chair reviewed and signed reconciled financial statement and bank statement.
Clerk reported that she had kept a record of her hours since March and requested an extra half hour per week. Her contract currently has 2 hours per week.

21.23 Parish Matters
Co-option - we still have five vacancies, notice has been on website and will be put in Notice Board. Interested candidates to be asked to submit their interest in writing, stating their strengths and capabilities to be a parish councillor.
Village sign- Fen Lane cross roads has been identified as a suitable site, ideas and prices for September meeting.

Austen Fen – we have been advised that whilst ‘Advisory signs’ are not banned they can cause confusion. Site to be looked at again to see what we could put up and where. Further consultation with Cllr McNally required.
Salt – stock of road salt at shop has now been moved to school, for their use, thanks to Mr Jacklin for doing this.

23.23 Chairmans Items
Gifts for long serving Councillors who have left, photo frames to be obtained.
Trial 7:00pm start for meeting and if necessary adjourn meeting for DC and CC Councillor Reports.
State of public footpaths to be reported to ‘fix my street’.
No trees required for orchard.
24.23 Next Agenda
New mower is causing some concern in way it covers graves with cuttings. To be discussed further at next meeting.

The next meeting will be on Wednesday 13 September at 7.00 pm in Chapel Schoolroom.
