Minutes of the meeting of Grainthorpe Parish Council  held on Wednesday 13 September, 2023 at 7.00pm in the Chapel Schoolroom, Grainthorpe.

27.23 – Open Meeting
 
No concerns from members present.
 
28.23 District Cllr Rickett & District/County Cllr McNally
 
Cllr Rickett informed us he would email various links to Clerk for circulation.  State of road at Poor’s End is ongoing.
 
Cllr McNally spoke about the Rural Prosperity Fund which is still ongoing for community projects.  County Council have implemented a charter with service industries in that they will co-operate with each other and not keep digging up same stretch of footpath or carriageway.
There are no schools in our area with RAAC lightweight concrete in them, awaiting confirmation that situation with Academy’s is the same.
Cllr McNally brought with him the litter picking kits ordered in the summer.

29.23 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

31.23  Matters Arising
 
Electronic speed sign – cost of solar powered sign in region of £2800, Cllr Bensley to get quote confirmed.

Discussion on Archer equipment from Road Safety Partnership, Cllr McNally to request survey on Wragholme Road, between War Memorial and old MOW Centre.
Discussion also took place over lack of white lines in the village, especially on the double bends near the War Memorial.  This has been raised on ‘Fix my street’ and is scheduled for Q2/Q3 by Highways. Cllr McNally to chase up.
 
Webmaster – these services have been welcome, web site more organised.  Cllr Nicholls agreed to access training before he goes on site.

Five cheques were approved and signed.

Proposed Cllr Hibberd, seconded Cllr Bensley.
 
No one has read Financial Regs – deferred to next meeting
 
Chair reviewed and Cllr Nicholls signed reconciled financial statement and bank statement.
 
33.23  Parish Matters
 
Co-option  - Mr Stephen Crabtree and Mrs Vicky Jackson have been co-opted to Parish Council, they signed Acceptance of Office and DPI forms.  Three vacancies remain.
 
Emails – Cllr Nicholls to look into setting up new email addresses for everyone.
 
Village sign- Fen Lane cross roads has been identified as a possible suitable site.   Further discussion took place regarding three signs.  No agreement can be reached yet.
Cllr Nicholls to send Cllr McNally map with three locations on for Cllr McNally to ask if they are suitable.  PC need to decide how they are moving this forward.
 
Austen Fen – we have been advised that whilst ‘Advisory signs’ are not banned they can cause confusion but PC would like to ask  people who brought this up if they would be happy with advisory 40 mph signs affixed to existing posts.
 
New Mower – It would appear that two mowers are now in use, after extensive discussion it was proposed PC write to Mr Drinkel and inform him we would only be paying maintenance on the new mower.  Put to vote -  4 in favour 1 abstained.

Difficulty of residents parking in High Street has been raised, Cllrs to have site inspection and discuss further next meeting.
