Minutes of the meeting of Grainthorpe Parish Council held on Wednesday 15 November, 2023 at 7.00pm in the Chapel Schoolroom, Grainthorpe.

38.23 Apologies
None
39.23 – Open Meeting
The member of public was present to offer himself for co-option to the Parish Council.
The meeting was officially opened to co-pt Mr Dean Warrilow to the Parish Council, proposed by Cllr Bensley, seconded by Cllr Crabtree, all in favour.
Mr Warrilow completed an Acceptance of Office form and will be forwarded a DPI form along with other information.
40.23 District Cllr Rickett & District/County Cllr McNally
Cllr Rickett explained about village sustainability score and lack of information about employers in village. This information will be forwarded to ELDC.
The Pride team are still available for clean up jobs in the District.
The Police Commissioners Crime Survey is still on-line if anyone would care to complete it.
Cllr McNally spoke about capping of £2 bus fare until 2025, the bus timetable is on the web site.
Avian flu has re-appeared in the south of the County.
Trading Standards have received a gold award for their work to discourage vaping.
Street lights that are still on part-time and with replaced LED’s have saved the Council £2m - £3m.
Door-step sellers are doing the rounds again, so warn the vulnerable people.
41.23 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

43.23 Matters Arising
Electronic speed sign – Three quotes have been received, (to be emailed out) lengthy discussion took place. Agreed to put on hold until new financial year, so we could have Cllr grant, in the meantime would look into borrowing camera from Marshchapel for a few weeks over Christmas
White lines have been done.
30 mph speed limit is still ongoing but should be soon. Speed enforcement initiatives need local volunteers.
Archer equipment has been in place at Austin Fen, Cllr Bensley showed 40 mph Advisory sign and Cllr Nicholls proposed we purchase two, seconded Cllr Jackson.

Street Parking on High Street – we have been approached because this is a problem for local residents and we have ascertained that there could be some land nearby that could be utilised. Yellow lines are unpopular, permits are expensive. We will go back to resident and see if they are interested in following up possible purchase of land.
Old Mower – we were expecting Mr Drinkell to attend to discuss this but have not heard from him. As agreed the PC do not want to continue maintaining the old mower, to this end it was proposed we gift it to GCVA for use on the Playing Field, proposed Cllr Crabtree, seconded Cllr Bensley.

No cheques
Financial statement and bank statement signed by Cllr Nicholls. (non signature)
Financial Regs – approved and accepted, proposed Cllr Crabtree, seconded Cllr Bensley.
Mandate completed to remove four old signatures from account.
NALC pay award accepted.
45.23 Parish Matters
Cllr, Induction courses – Both Councillors had technical difficulties and couldn’t attend Zoom course. Clerk to speak to LALC and re-book.
Emails – Cllr Nicholls will set up new email addresses for everyone, at a cost of £3.50 per month for up to 25 addresses. They will be Cllr, (name)(surname) @grainthorpe.com
Waste Bins – it was agreed these need updating, we have a form to complete.

N/062/02077/23 – Grainthorpe Mill – discussed – no objections.
47.23 Chairmans Items
Land on Wragholme Road being monitored. Update from resident states furrows have been filled in and a lot of soil spread around trees, Very bad situation with mud on paths and road. Will look into ridge and furrow situation and will continue to monitor.
Cornerstone will be updating existing telecommunication site at Sea Bank Farm.
Approach from developer to name new development Elland Close. No objections to this.
Cllr Jackson asked about free trees, she had seen some information, we have not taken this up. Will look for information and Clerk will circulate it.
