Minutes of the meeting of Grainthorpe Parish Council  held on Wednesday 10 January, 2024 at 7.00pm in the Chapel Schoolroom, Grainthorpe.

51.23 – Open Meeting

Mr Drinkel was present to give information on mowers.  The old mower was purchased approx. 20 years ago, he thinks with a grant and has been used at churchyard.  Mr & Mrs Lingard kindly store the mower in their shed.  Since the new mower has been purchased some of the team prefer to use the old one, as it is better for cutting the really rough areas.  This is the mower we have given to the Playing Field to use.  The new mower (John Deere) is quite capable of cutting all that is required, but the old one could still be borrowed, if absolutely necessary.   The new mower could do with a service.

Our attention was also drawn to the state of the canal and the lack of upkeep by the Environment Agency.

Cllr McNallly gave the following information.

Highways funding is set to receive £4,924,000 for 23/24 with the same amount for 24/25.

Devolution Councils in Greater Lincolnshire have approved a devolution deal which means existing money and power can move from central government to decision-makers in Grater Lincolnshire.  The deal approved is the most ambitious available and in exchange for this level of powers, money, and say in how we spend it, North, North East and Lincolnshire County Council must submit a proposal to government

DEVOLUTION TOUR VISITS A TOWN NEAR YOU   Residents can find out more about the historic £720m devolution deal for Greater Lincolnshire, with a series of 21 public events confirmed across the area.  Between 9 and 25 January the devolution roadshow will visit the length and breadth of Greater Lincolnshire. It’s part of the public consultation that runs until 29 January.

DRAINAGE BOARDS FAIRER FUNDING  At times of flooding - as seen most recently in Lincolnshire with Storm Babet - there are stations housing machinery which pump flood water away to help reduce flood risk to homes, businesses and farmland.  These pumping stations play a vital role to help reduce the impact of flooding. The County Council will be increasing the council tax by almost 5%, it was going to be 3% but the central government imposed a higher minimum wage than expected and the extra 2% is needed to cover this.

53.23 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

55.23  Matters Arising

Electronic speed sign –  Additional speed camera has been in place and it has data on it.  Cllr Bensley is going to get assistance getting data off as he is finding it difficult.  Once the current data is removed it will be put up again.

30 mph speed limit now at consultation stage.

40 mph Advisory signs now in place. Awaiting feedback from residents.

Street Parking on High Street – land  we hoped might be available is not.  Will continue to investigate.

Induction Course for 3 Councillors – Councillors reported that they found the course slow and very archaic way of delivery, with very little inter-action.  However, they did learn something.

Email addresses – awaiting info from Ionos, Clerk to look for email.

Free trees – this applies to large land owners only.

Proposed Cllr. Hibberd, seconded Cllr. Bensley.

Precept  was discussed and it was agreed that as we had some carry forward from last year we could reduce the precept this year.  We also have a reasonable reserve.

It was proposed we precept for £4045 by Cllr. Hibberd, seconded by Cllr. Bensley, all in favour.

Financial statement and bank statement  reviewed, not signed but Clerk to forward evidence,

57.23  Parish Matters

30 mph speed limit – now at consultation stage, if all goes to plan should be in place late summer/autumnAll signage will be changed by LCC.

Waste Bins – it was agreed these need updating, we have a form to complete, Cllr Nichols to forward to Clerk.

Footpath 63 – information passed to land owner, left it for them to decide if they follow up regarding dead end in back garden.

59.23 Chairmans Items

It was suggested we could ask the Pride Team to clear footpaths and weeds at Butt Gate, Cllr Hibberd and Cllr Warrilow to follow through.

Key to cabinet passed to Chair to enable some Cllrs to look through old paperwork.

The next meeting will be on Wednesday 13 March, 2024  at 7.00 pm in Chapel Schoolroom.
