1.24 Apologies
Cllr P Hibberd; Cllr Rickett (ELDC) - reasons accepted.
2.24- Nominations for Chair
In the absence of the Chair, Cllr Hibberd, the Vice Chair, Cllr Bensley, took the Chair.
Cllr Bensley suggested that as we were not able to find out if you could elect a Chair in their absence, that we adjourn the nominations for Chair and Vice Chair until Cllr Hibberd can attend. We would arrange a special meeting during May to do this. There was no support for this suggestion.
Cllr Warrilow nominated Cllr Nicholls,
Cllr Jackson seconded Cllr Nichollls
1 abstained
Cllr Nicholls accepted. Acceptance of office form completed.
Cllr Nicholls took Chair.
3.24 – Nominations for Vice Chair
Cllr Nicholls asked for nominations for Vice Chair.
Since no nominations were made it was decided that Cllr Hibberd be nominated for Vice Chair in his absence. Proposed Cllr Warrlow, seconded Cllr Crabtree.
1 abstained.
4.24 – Open Meeting

5.24 County & District Cllr McNally (& Cllr Rickett (written report))
Cllr McNally reported that there was an Energy Van that would attend the village and give advice on efficiency and grants, Cllrs keen to book this for June/July if possible, Cllr Warrilow look into suitable date.
LCC are working with UNESCO for protection of migratory birds
Litter is a big problem on road verges, dash cam footage can be used as evidence for prosecution.

The ban on dogs on the beach is currently in place for the summer.

Cllr Rickett was unable to attend but did send a report which Chair read out.
Embrace No Mow May with East Lindsey District Council
The council is letting the grass grow in certain areas of our outdoor spaces throughout May to support pollinators like bees and butterflies. Our Grounds Maintenance team is on board, helping nature thrive.
The council is sectioning off small spaces to keep parks and play areas tidy and prevent some areas becoming overgrown. You can join us by locking up your lawnmower for the month and let nature take the lead.

Seasonal beach ban for dogs now in place
We are now in the seasonal beach ban period for dogs under the Public Space Protection Order (PSPO) at Mablethorpe, Sutton on Sea and Skegness
until 30 September.
There is also a beach ban for dogs in operation at Chapel St Leonards (enforced by the Parish Council).

Levelling Up – site preparation works in Alford
More preparation work is underway at our Levelling Up funded projects at Alford Manor House and Alford Windmill.
• East Midlands Tree Surveys Ltd carried out tree surveys on April 23.
• Peter Cox Damp Proofing, Woodworm and Waterproofing carried out inspection work for damp, mould, wet and dry rot and woodworm on April 24.
• Focus Consultants for a quantity surveyor site and familiarisation visit on April 22.
• Geo Dyne Ltd carried out ground scanning and soil sampling at Alford Manor House on April 15 and Alford Windmill on April 22.

Latest Let’s Talk Lincolnshire surveys
Lincolnshire County Council commissions Lincolnshire’s child and family weight management and healthy lifestyles service, which ends in June 2025.
The surveys intend to help them decide whether to recommission a similar service after it ends. The surveys will take between five and ten minutes to complete and will help Lincolnshire County Council to make any improvements to how they provide support for local families.

Home Energy Advice and Retrofit Team visits – May dates
East Lindsey District Council’s HEART team has a wide range of support events planned during May, at various locations across East Lindsey.
Some of the events include the Energy and Retrofit Information Clinic (ERIC)

These dates are opportunities to meet the team in-person for useful energy-saving and bill-reducing advice. The project aims to help local residents stay out of fuel poverty and live more comfortably in their homes. 8.24 Matters Arising
• Email addresses; Grainthorpe.com is now working, Cllrs advised to move their email addresses over.
9.24- Financial & Audit
Five cheques were approved and signed.
709 – LALC – Membership fees - £246.70
710 – Zurich Municipal – Insurance - £430.94
711 - Marshchapel PC - reimbursement for ½ Auditor fee - £23.42.
712 – Grainthorpe Methodist Church - Room Hire - £90.00
713 – HMRC – PAYE – replacement of cheque no 705 (dated 13.3.24) which has not been banked. Clerk to stop original cheque and re-issue.
Proposed Cllr Bensley, seconded Cllr Nicholls..
i) Annual Internal Audit report was received and approved;
ii) Annual Governance Statement was approved and signed;
iii) Accounting Statement was approved and signed;
iv) Certificate of Exemption was approved and signed.
All in favour.

• Portrait of King has arrived, Village Hall was a site suggested for it.
• Bins – Cllr Crabtree has not yet followed up.

• The speed camera has been passed back to Marshchapel with thanks for the loan. The battery pack appears to need replacement. Need to get ours from Cllr. grant, Clerk to ask for grant form for this year.

12.24 Next Agenda
Grain Store conditions; to be discussed.
Village sign locations; three preferred sites to be forwarded to Cllr McNally. Clerk suggested that in view of cost, it would be a good idea to ask the village if they actually wanted three signs placed at the entrances to the village or were they happy with the ones supplied by CC and flowers/bulbs planted round them.
