Minutes of the meeting of Grainthorpe Parish Council  held on Wednesday 13th March, 2024 at 7.00pm in the Chapel Schoolroom, Grainthorpe.

62.23 – Open Meeting
 
Members of public discussed with Cllrs problems they are encountering parking outside their home, they have no driveway to park on, as well as other concerns that they have.  Chair to look into.

Violence Against Women and Girls – being followed

Station Leisure and Learning Centre – update
The new swimming pool is taking shape as part of the Towns Fund Station Leisure and Learning Centre in Mablethorpe.  Tiling is progressing and you can now see the lane lines for the four-lane pool.  Other works progressing include:  Works for internal services for electric, water, heating, air handling and pool plant,  walls are being plastered and wall tiling to changing areas is well advanced.    Outside, paving is being set out and the facing brickwork of the building are well advanced too.  Base layers are being levelled/compacted ahead of the playground construction.
 
Upcoming wellness day
Join Carers First and The Meridian Leisure Centre for a day of wellbeing activities!
The event will take place on Tuesday 26th March from 9.30am until 2.30pm. The schedule for the day is:
9.30am – 11.30am: Carers can enjoy a calm beginning to their morning by painting a plant pot to take home.
11.30am – 1.30pm: Magna Vitae staff will be providing Boditrax sessions for all, as well as table tennis.

1.30pm – 2.30pm: Information and advice session for anyone wishing to drop in and a chance for everyone to chat.
Carers can also purchase refreshments/lunch from the onsite café. For more information, call 0300 303 1555.
 
Lincs Digital -  As part of supporting the development of community drop-ins, Lincs Digital is delivering community-based digital inclusion sessions.  These sessions can help residents with accessing public online services, online finances, household budgeting, universal credit, searching for a job and more.  
 
80th anniversary of D-Day landing.  -     On June 6th, 2024, it will be 80 years since the D-Day landing took place during the Second World War. This event was a turning point in the process of liberating France and more of Western Europe.
Communities are invited to light their beacons at 9.15pm on 6 June 2024.

Cllr McNally reported that the consultation on pedestrianisation in Louth resulted in things returning to how they were with no change at the Corn Market.
Devolution is going ahead, the handover documents to delegate authority to have a Mayor are in place.  Election will be in 2025.
There is an open day in May, at Energy Waste Centre where the black bin waste produces electricity. 
The Budget has been set District is up 3.5% and County up 5% with 2% on social care and 3% normal budget.  The unexpectedly high increase in minimum wage has made it difficult.
 
64.23 – Clerk to receive declarations of pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.
 
All Councillors, except Cllr Bensley declared an interest in Item 9, Playing Field planning as they are members of GCVA.

40 mph Advisory at Austin Fen, no detrimental feed back, residents seem happy.
E Mail addresses – set up not yet done, Clerk actioned email.   All Councillors reminded that until it is done they should have a dedicated email address for council business.

68.23  Parish Matters
 
30 mph speed limit – could be a few months delay as the Council received one objection so they are now obliged to take it to Committee.
Waste Bins – it was agreed these need updating, we have a form to complete, Cllr Crabtree to investigate
Police Meeting – Cllr Bensley thanked for his full report.  
Footpath 63 – information passed to land owner, left it for them to decide if they follow up regarding dead end in back garden.
Lincs Devolution – already discussed with C Cllr, Decisions will be made for three councils by Mayor, no individual precept for Mayor, office will be run ‘in house’.
Nat Grid Pylons – lots of objections, letter went in from Parish Council,  Letter from CC seeking an urgent review on figures quoted and evidence that they genuinely looked at alternatives
D Day – Plans so far are for church bells to be rung at 6.30 and beacon lit at 9.15.  They will register with Pageant Master.
Charging Point Sites – nowhere suitable could be identified.

Clerk has ordered a free portrait of HM King Charles III for meeting room or village hall.

The next meetings (APM & APCM)  will be on Wednesday 8 May, 2024  at 7.00 pm in Chapel Schoolroom.
